EXPERIENCE AND CREDENTIALS
As a deputy sheriff, I have worked in various areas of enforcement including the Milwaukee County Jail, the Welfare Center foot patrol, Milwaukee County Park Patrol, bus security, stadium security, dignitary protection, witness protection, narcotics investigations, gang crime investigations, homicides, prostitution and gambling investigations and performed in an under-cover capacity on numerous occasions. During this period I was also a member of the SWAT team since 1975. In 1982, I was promoted to Detective. I continued as an investigator in several areas with the majority of time spent on narcotics investigations as well as tactical operations of the SWAT team. As a detective, I initiated and/or participated in numerous multi-agency investigations and have closely worked with officers from virtually every municipality in Milwaukee County and many others around the state of Wisconsin. In addition I have worked with officers and prosecutors from many other state and federal agencies including, The State of Wisconsin Department of Justice, the State Division of Narcotics Enforcement, The U.S. Attorney's Office, D.E.A., the Milwaukee County District Attorney's Office, A.T.F., the U.S. Marshal's Service, the Secret Service the F.B.I. and the U.S. Army Provost Marshal. I also participated in several task force operations involving criminal internal investigations involving police officers and prosecutors and other public figures. During this period I also worked in an under cover capacity in numerous counties in the state of Wisconsin and in the states of California, Illinois and Florida I have had numerous assignments in the area of dignitary protection which involved being responsible for the protection of presidential candidates and incumbents including Gerald Ford, Jimmy Carter, Ronald Reagan, George Bush, and Bill Clinton and several of their family members as part of a tactical strike team, sniper or personal escort in vehicles and on foot. In the area of witness protection, I was responsible for the security of witnesses in gang crimes investigations that included violators from the several organized street gangs. At times, I worked closely with the U.S. Marshal's Service in transferring individuals under our protection to that Federal agency. Transfer of responsibility for their protection sometimes took several months. Innovative plans for the protection of those in our care, while in close proximity to suspects they were being shielded from, had to be formulated and implemented.
In 1988, I was promoted to Sergeant and have worked in the County Jail, Patrol division, the Milwaukee County Sheriff's Dept. Drug Enforcement Unit and the Milwaukee County Metropolitan Drug Enforcement Group. I have directly supervised over 40 officers on various shifts with the majority of officers having one to three years of experience in law enforcement. I was also responsible for scheduling, training, discipline and job assignment. As a sergeant in the drug Enforcement Unit, I was responsible for raid planning, budgeting, record keeping, scheduling and directing field operations. During this period, I participated in directly and supervised the training of over one hundred departmental and outside agency investigators from many local, state and federal law enforcement agencies. At times, I was called upon to participate and/or supervise numerous sensitive investigations within and outside of the Milwaukee area. In addition to providing investigative, undercover and supervisory assistance, sophisticated technical and electronic expertise was made available. In 1993, I was transferred to the Milwaukee County Metropolitan Drug Enforcement Group, which is a multi-agency anti-narcotics task force that targets mid to upper level narcotics violators. My assignment was as a sergeant with the title of Assistant Police Director. My responsibilities were much the same as in the Sheriff's Dept. D.E.U. In 1998, I was promoted to Captain and assigned to the D.E.A. as a group supervisor and as co-supervisor of the Heroin task force of the Milwaukee High Intensity Drug Trafficking Area task force (HIDTA). In 1999, I returned to the Milwaukee County Metropolitan Drug Enforcement Group as a captain with the title of Police Director. My duties included supervision of all police investigations and operations.
Since 1975, in addition to my normal assignments, I have been a member of the Milwaukee county Sheriff's Department S.W.A.T. team. While on the team, I served as a squad member, team leader, operations/intelligence officer, and command post officer. My dual assignment with the team included duty as team sniper/counter-sniper. During the period from 1975 to the present, I have assisted in organizing and teaching numerous seminars on S.W.A.T. tactics, narcotics investigations and audio and video surveillance. I have also been a participant on several boards concerned with the hiring or promotion of entry level narcotics and S.W.A.T. team applicants as well as promotional boards for detectives and command officers on a number of outside agencies. I have been a member or board member of several investigative organizations such as the Wisconsin Narcotics Officers Organization, the Wisconsin Intelligence Officers Association, Midwest Cycle Investigators Organization, Association of Swat Personnel and the International Narcotics Enforcement Officers Association. I have attended and am an alumnus of the National Intelligence Academy in Florida. I have been the recipient of numerous commendations and awards and have been the subject of several newspaper articles and television programming.
During my career I developed and instructed classes and seminars in the area of narcotics identification, undercover and tactical narcotics operations, SWAT operations, dynamic/high risk entry and room clearing operations and classes in electronic and surveillance activities including wiretap, .trap and trace, photo and video operations as well as related computer applications. These classes were provided to numerous law enforcement agencies and hundreds of specialists from around Wisconsin and Iowa. Several classes were also provided for the State of Wisconsin ASP (Association of SWAT personnel) and WNOA (Wisconsin Narcotics Officers Association) . In addition, basic narcotics information lectures were provided to grade schools, teachers organizations, PTA's, church groups and private industry. I also gave lectures on organized crime and gangs to classes at UWM and Marquette University and for Dr. J. Andritzky of Concordia University. Several individuals served long term internships under my command and obtained later employment with law enforcement agencies. Narcotics identification classes were also provided to the Milwaukee County Training Academy recruit classes on an on-going basis for over 10 years.
Since my retirement, I have conducted classes for the State of Wisconsin Office of Justice Assistance. The course title has been “Gangs/Group Violence. This class has been provided for DARE instructors from around the state and country. I have also been requested to provide this training to DARE instructors for “DARE AMERICA “. This training has been provided on an “as needed “ basis. I also work part time for the Wackenhut Corp. as a street supervisor (Captain) Custom Protection Officer for the Milwaukee County Transit System.
